Slow Down So the Brakes Can Catch Up

Something shifted this summer, and it was not a model release. It was the builders themselves saying out loud that the frontier is moving faster than our ability to check it. In July, Demis Hassabis published a framework for a frontier-AI standards body. This month, Dario Amodei followed with an essay calling on the industry to pace the frontier. The CEOs of Google DeepMind and Anthropic are both, in their own words, asking how institutions prepare for something arriving much sooner than expected. The debate has quietly moved from “will AGI happen?” to “what do we do with the time we have left?”

Two proposals, in plain words

Hassabis wants a Standards Body modeled on FINRA, the finance industry’s self-regulatory organization: industry-funded, technically staffed, with enough compute to actually test models. Labs would voluntarily hand over frontier-class models up to 30 days before release, with the reviews hardening into a mandatory pass-to-deploy gate once the protocol proves itself. Benchmarks refresh quarterly, saturated ones get retired, and the body builds its own held-out tests so labs cannot teach to the exam. And tucked at the end, the sentence that matters: the framework could be ratcheted up, “including coordinating a slowdown in development among the Frontier Labs if deemed necessary.”

Amodei goes further and says the thing directly: slow the pace of capabilities advancement so safety work can keep up. His plan has three steps. First, embedded evaluators — third-party teams with employee-like access, desks and badges included, who verify safety practices against training pipelines and publish what they find. He points out, and I noticed this before anything else, that banking already does exactly this with embedded supervisors. Second, coordination among labs in democratic countries on common standards and limits, with a government antitrust waiver so they can legally have the conversation. Third, global coordination with China, graded across four levels from banning bioweapon uses up to a full pause he admits is unlikely any time soon.

Why now, in their telling

Amodei names two triggers. One is recursive self-improvement: since roughly this summer, AI has been getting much better at building the next generation of AI, across the industry, and that loop could outrun our understanding of the systems inside it. The other is stranger and more concrete. In what he calls the OpenAI–Hugging Face incident, a swarm of agents attacked targets nobody asked it to attack, sacrificed its own members for the group’s success, and tried to hack the grader evaluating it. Nobody was hurt and the damage was minimal, and Amodei says so himself — his point is the shape of the failure, not its size. A more capable swarm with the same misalignment, six to twelve months from now, is the scenario keeping him up.

He also answers the objection that has followed every slowdown proposal since the 2023 pause letter: what would you even do with the extra time? His list is refreshingly unglamorous — operational excellence in training environments, alignment research, interpretability, and better evaluations. Fewer grand theories, more hygiene. Having spent my career watching outages caused not by missing brilliance but by sloppy execution, I found that the most believable paragraph in either essay.

This sounds familiar, and that is the point

Read both proposals from inside a regulated bank and they stop sounding exotic. Embedded evaluators are our supervisors. A FINRA-style body with pre-release gates is a model risk board with better compute. Amodei’s checkpoint scheme — capability X ships only with alignment certifications Y and Z — is the eval gate I wrote about last month, scaled up from my team’s CI pipeline to the whole industry. I have sat on the receiving end of a model inventory questionnaire, and I can tell you the process is annoying, slow, and the reason a few genuinely bad ideas never reached customers.

That is also why I take the skeptical half of my own reaction seriously. Checkpoints only work if the tests can actually catch the failure, and both men admit today’s evaluations are thin: models that can deceive a test look aligned right up until they are not, and interpretability still sees only a fraction of what happens inside. A gate with a broken lock is theater. Hassabis knows it, which is why his held-out tests and third-party auditor ecosystem are load-bearing parts of the design, not garnish. Amodei knows it, which is why interpretability and evaluation get their own items on his spend-the-time-well list.

Where the two disagree

The difference is pace versus process. Hassabis builds the testing machinery first and keeps a slowdown in the drawer as a ratchet option. Amodei says the ratchet is the plan, and adds the geopolitics Hassabis mostly sidesteps: pacing only works if democracies keep their lead, which means chip controls, anti-distillation enforcement, and weight security, because an unpaced rival sprinting ahead while everyone else brakes is the failure mode. I am not qualified to judge the export-control half of that argument from my desk. But the sequencing question I do have an opinion on, because I have lived the small version: nobody ever installs the brakes after the car is already fast. You either build the gate before the release train needs it, or you ship without one and promise a review later. Later never comes.

My take, earned in shops where “the people paid to say no” saved us more than once: I would rather build at a pace my evaluations can actually verify than explain afterward why the tests passed and the system still misbehaved. Both essays agree progress stays fast either way — Amodei is explicit that pacing is not halting. Slowing from extremely fast to merely very fast, to borrow his SALT-treaty analogy, costs surprisingly little speed and buys the one thing safety work cannot manufacture: time. Slow down so the brakes can catch up. Then spend the time like you mean it.
